Roy Jones

Chief Executive Officer

Roy L. Jones is Chief Executive Officer of ElectriCities. He joined ElectriCities in 2009 as the Senior Vice President of Planning and was promoted to Chief Operating Officer in 2011. He became CEO in November 2015. As CEO, Roy is responsible for executive leadership of ElectriCities, North Carolina Municipal Power Agency Number 1, and North Carolina Eastern Municipal Power Agency. He has more than 40 years of experience in the electric power industry, including with public power, Independent System Operators (ISOs), and investor-owned utilities. Roy began his career with Entergy in 1981. After that, he joined Midwest ISO in Indiana, where he was ultimately responsible for designing and implementing its Energy and Ancillary Service Market and Balancing Authority consolidation. Roy holds a Bachelor of Science in electric engineering from LaSalle University.
Kathy Moyer

Kathy Moyer

Chief Operating Officer

As Chief Operating Officer, Kathy L. Moyer oversees all of ElectriCities’ power supply and distribution operations. She joined ElectriCities in August 2000 as an Operations Engineer for North Carolina Municipal Power Agency Number 1 (NCMPA1) in ElectriCities’ Huntersville Operations Center. In 2011, she was promoted to Manager, NCMPA1 Operations, and then to Electric Systems Manager for Huntersville, Cornelius, and Pineville in 2013. She served as Vice President, Operations, from 2016 to March 2023. Prior to joining ElectriCities, Kathy performed substation design in the Electric Division of the City of Naperville, Illinois, and she worked with power supply, distributed generation, transmission and distribution mapping, and cost of service studies at American Municipal Power in Columbus, Ohio. She holds a Bachelor of Science in electrical engineering from Ohio University.
Tim Tunis

Tim Tunis

Chief Financial Officer

F. Timothy Tunis is Chief Financial Officer of ElectriCities and each Power Agency. He has served in this position since May 2008. He joined ElectriCities in April 2005 as Manager of Accounting and Financial Reporting. Prior to joining ElectriCities, Tim was employed by KPMG LLP as Manager of Financial Risk Management for a year, Progress Energy for five years, and Consolidated Natural Gas for 12 years, where he held various leadership positions in risk management, accounting, and internal auditing. Tim holds a Bachelor of Science in business administration and a Master of Professional Accountancy, both from West Virginia University, and he is a Certified Public Accountant.
Andy Fusco

Andy Fusco

Chief Strategy Officer

As Chief Strategy Officer, Andrew M. Fusco oversees ElectriCities’ Strategy & Services Division. He is responsible for strategic planning and implementing value-added member services. Andy joined ElectriCities in 2001 as Supervisor, Resource Planning. In 2003, he was promoted to Manager, Resource Planning. In 2008, he advanced to Engineering & Construction Manager, and in 2012, to Director, Planning. He served as Vice President, Member Services and Corporate Planning, from 2013 to March 2023. His responsibilities at ElectriCities have covered generation plant construction, resource planning, strategic planning, marketing and services, renewable energy, load forecasting, and power market forecasting. Before joining ElectriCities, Andy worked at Los Alamos National Laboratory (Los Alamos, New Mexico), General Dynamics Electric Boat Division (Groton, Connecticut), and IBM (Research Triangle Park, North Carolina). He holds a Master of Science and Bachelor of Science in mechanical engineering from the Massachusetts Institute of Technology and a Master of Business Administration from Duke University.
Jay Morrison

Jay Morrison

Chief Legal and External Affairs Officer

Jay Morrison is ElectriCities’ Chief Legal and External Affairs Officer. He joined the organization in 2021. Jay is responsible for all legal matters, including advising the organization’s internal staff, ElectriCities’ Board of Directors, and each Power Agency’s Board of Commissioners on legal, regulatory, and legislative matters. He also provides counsel on corporate legal strategy and provides oversight and legal perspective on all compliance matters. Throughout his nearly 30 years in the legal field, Jay has served the energy and utilities industry, including 22 years at the National Rural Electric Cooperative Association. He earned his law degree, magna cum laude, from Harvard Law School. He also holds a Master of Public Policy degree from the John F. Kennedy School of Government and received his Bachelor of Arts degree in political science, summa cum laude, from UCLA.

Marcus Freeman

Vice President, Compliance and Risk Management

Marcus A. Freeman is Vice President of Compliance and Risk Management. He has more than 26 years of experience working in the electric utility industry, supporting public power as well as an investor-owned utility. He joined ElectriCities in 2006 as an IT Analyst and has served in various roles with increasing responsibilities in information technology, operational technology, and compliance and risk management. In 2017, Marcus was promoted to Manager of Compliance and Risk Management and served in this role until March 2023. Prior to joining ElectriCities, Marcus worked for Southern Company Services for nine years as an IT Analyst and Project Manager. He holds a Bachelor of Science in mathematics & computer science from Tougaloo College and is a Certified Compliance and Ethics Professional (CCEP).

Kevin Josupait

Vice President, Distribution Operations

As Vice President, Distribution Operations, Kevin Josupait is responsible for coordinating with ElectriCities members on operating and maintaining their electric distribution systems. Kevin has over 30 years of experience in the electric utility industry. He joined ElectriCities in 2002. Before advancing to his current role, Kevin served as Manager, Projects and Contracts, for 12 years. He has represented North Carolina Municipal Power Agency Number 1 and North Carolina Eastern Municipal Power Agency members on the Southeastern Federal Power Customer, Inc., Board of Directors since 2016, serving as president from 2023 to 2025. Kevin is a licensed professional engineer in North Carolina. He earned a Bachelor of Science in electrical engineering from Valparaiso University and a Master of Business Administration from Benedictine University.

Elizabeth Kadick

Vice President, Communications

Elizabeth S. Kadick is Vice President, Communications, overseeing ElectriCities strategic communications and providing communications support to ElectriCities members. She joined ElectriCities in 2020 as Senior Public Affairs Specialist before being promoted to Manager, Communications, in 2021. Prior to joining ElectriCities, Elizabeth worked for public relations firms in Raleigh, North Carolina, and Washington, D.C., where she led teams in developing and executing PR, crisis communications, and branding campaigns and strategies. Prior to that, she worked on Capitol Hill as a communications director, managed communications for a congressional campaign, and worked for the New York State Senate as a press secretary. She holds a Bachelor of Arts in government from St. Lawrence University in Canton, New York.

Kelsey Lawhead

Vice President, Customer Programs and Strategy

Kelsey Lawhead is Vice President, Customer Programs and Strategy. Kelsey joined ElectriCities in October 2016 as Product Development Specialist. Since then, she has served as Manager, Educational Programs, and Manager, Program & Product Development. She led the launch of North Carolina public power’s retail customer survey, an annual research project to benchmark customer preferences, satisfaction, and growing program interest. She also served as project lead for launching ElectriCities’ member management system. Prior to joining ElectriCities, Kelsey served in marketing roles for Apple Gold Group and Kaplan Test Prep. Kelsey has a bachelor’s degree in business administration from Truman State University and a Master of Business Administration from Illinois State University.

Melissa Miranda

Vice President, Human Resources

Melissa C. Miranda is Vice President, Human Resources, and has been with ElectriCities since January 2013. Prior to joining ElectriCities, she served as Human Resources Manager at Clarkston Consulting for five years where she was responsible for benefits, compensation, performance management, employee feedback programs, compliance, and immigration. Prior to that position, she held various human resources roles of increasing leadership at Clarkston Consulting for eight years. Melissa holds a Bachelor of Arts in psychology and a Master of Business Administration, both from North Carolina State University. She has held a Professional in Human Resources certification since 2001.

Mark Oliver

Vice President, Operations

As Vice President, Operations, Mark Oliver is responsible for power supply operations. Mark joined ElectriCities in May 2024 after 32 years with Duke Energy where he served as Vice President, Integrated System Planning for five years, following 20 years in roles of increasing responsibility leading fleet operations planning and analysis in support of power marketing, fuel trading, generation dispatch, and plant operations. Mark spent the first five years of his utility career in nuclear generation as a system engineer and design engineer. He holds a Bachelor of Science in mechanical engineering from North Carolina State University and a Master of Business Administration from the University of North Carolina Wilmington, and he is a licensed professional engineer in North Carolina.

Connell Price

Vice President, Information Technology

Connell S. Price is Vice President of Information Technology. He joined ElectriCities in January 2014 from MJ Soffe, LLC, where he was Vice President and Chief Information Officer for seven years. Connell has more than 20 years of experience in IT management, directing all aspects of IT strategy and operations. He is a two-time graduate of North Carolina State University, earning a bachelor’s degree in economics and a master’s degree in management. He also holds two professional designations: Certified Government Chief Information Officer (UNC School of Government) and Associate Business Continuity Professional (Disaster Recovery Institute International).

Olga Tiselsky

Vice President, Finance

Olga Tiselsky is Vice President, Finance, and oversees accounting and treasury functions for ElectriCities, North Carolina Eastern Municipal Power Agency (NCEMPA), and North Carolina Municipal Power Agency Number 1 (NCMPA1). She joined ElectriCities in 2004 as a Senior Agency Accountant supporting NCEMPA, before advancing to Senior Financial Analyst, where she prepared NCEMPA’s budgets and Working Capital projections. In 2013, she moved into the role of Manager, Accounting and Financial Reporting, overseeing a staff of six. Before joining ElectriCities, she served as Senior Accountant with Canada-based Dion, Durrell + Associates Inc., and she worked as an engineer at a semiconductor plant. She has a master’s degree in electro-mechanical engineering and is a licensed Certified Public Accountant in Canada.

Gregg Welch

Vice President, Member Outreach and Education

As Vice President, Member Outreach and Education, Gregg Welch leads outreach programs for the benefit of ElectriCities members. He oversees ElectriCities conferences and regional meetings, working groups, member educational programs, and association management and learning management systems. Gregg joined ElectriCities in 1995 as an energy services engineer. Since then, he has held several roles working directly with members and supporting Power Agency operations. Gregg managed member services for 18 years, which included coordinating the ElectriCities Emergency Assistance Program. He has supported public power communities nationally in the American Public Power Association’s Mutual Aid Working Group and on various APPA committees. Gregg earned a Bachelor of Science in mechanical engineering from North Carolina State University.
